Newport South Wales Magistrates' Court Sentencing Results

Philip Drake, 38, of Darby Crescent, Ebbw Vale, committed an act of indecent exposure in Ebbw Vale on March 14. He also pleaded guilty to breaching a non-molestation order two months prior. Appearing before Newport Magistrates Court, he received an 18-week custodial sentence suspended for 18 months, along with unpaid work, programme attendance, drug rehabilitation, a restraining order and costs.

Ryan Price, a 30-year-old man from Monmouth, committed 13 counts of shoplifting across the town, targeting local businesses. His chaotic lifestyle contributed to the offending.

Nicola Sibley, 44, of Commercial Street, Pontymister, Risca, and another care worker admitted to ill-treating or wilfully neglecting a person in their care relating to an incident in Newport in January 2024.

Richard Smith, 58, of Blewitt Street, Newport, and another care worker admitted to ill-treating or wilfully neglecting a person in their care relating to an incident in Newport in January 2024.

Lewis Enos was sentenced for breaching the conditions of his post-sentence supervision following his earlier release. The breaches occurred after he had served a prior sentence. The incident leading to the original sentence happened on October 23, 2024, when officers confronted him on Chepstow Road in Newport at around 1.40am. He pointed a black object, believed to be a firearm, at officers and shouted threats to shoot them, causing them to withdraw. The object was later found to be a wooden item in a plastic bag. He has a previous conviction for assaulting an emergency worker two years earlier.

Matthew Bright, a 38-year-old man from Greenwood Avenue, Pontnewydd, Cwmbran, possessed 31 indecent photographs of children at category A (most serious), 22 at category B, and 4 at category C, along with two extreme pornographic images depicting a person performing an act of intercourse with a dead, unknown animal. The offences were committed between August 1, 2024 and November 3, 2025.

Peter Rowell, a convicted child sex offender, committed two further counts of failing to comply with sex offender notification requirements between 1 November 2025 and 26 March 2026 by being present at a property where a child resided for more than 12 hours without notifying Gwent Police within the required three-day period.

Morgan Smith, of Marl Court, Thornhill, Cwmbran, made violent threats towards a woman between September 4 and October 27, threatening to blow up the victim's home and to stab her.

James Williams, 33, of Oak Road, Blaina, drove a Ford Transit van into the two victims on Thomas Ellis Way in Tredegar on November 7, 2025, causing serious injuries to both.

Laura Webb, 37, of Avondale Road, Pontrhydyrun, Cwmbran, was driving a Tesla vehicle when the incident of dangerous driving took place at the Avondale Service Station in Cwmbran on April 5, 2025.

Fathal Moshen, 38, of Alexander Road, Pill, Newport, was arrested by Gwent Police on Bolt Street in the Pill area of Newport on January 7, 2026, after being found carrying a Santoku kitchen knife in public. He stood trial and was found guilty of possession of a bladed article in a public place.

Sean Davies exposed himself to members of the public while sitting in his car in Caerphilly on April 3, 2025, and again on June 11, 2024, outraging public decency by behaving in an indecent manner with his penis exposed and in his hand where members of the public could and did see him.

Richard Bowyer, 41, of Fairoak Avenue, Newport, a convicted sex offender, failed to notify police of a change of address within the required timeframe. The offence took place between October 20 and November 14, 2025.

Danielle Crystin Jenkins, 34, of Lynton Court, Abersychan, Pontypool, failed to meet the needs of seven cats in her care for a suitable environment. The offence took place on February 26, 2025.

Lisa Wall, 32, of Festival Drive, Ebbw Vale, failed to ensure the needs of eight ponies were met between March 8 and April 19, 2025, leaving them thin, hungry, and in a field with poor conditions littered with hazards. Additionally, between late September and early October 2025, she neglected a chestnut Shetland pony, resulting in severe wounds consistent with dog bites around its back end, infested with maggots and infected, leading to its euthanasia. Two of the eight ponies were also euthanized, with the remaining six in RSPCA care.

Benjamin Sicolo, 35, of no fixed abode, was arrested on Sunday, February 8, 2026, after police discovered him carrying a large kitchen knife on High Street in Newport city centre. On the same day, he had stolen a bicycle worth £635. He had also stolen another bike worth £600 on Monday, December 8, 2025. Being caught with the blade put him in breach of a suspended prison sentence he had previously received for possession of a knife on Tredegar Street just before Christmas.

Connor Stone, 28, of School Lane, Newport, targeted multiple retailers including Tesco Express on Caerleon Road (stealing £432 worth of confectionery on January 16), Asda on Lower Dock Street, Iceland on Commercial Street, and Sainsbury's, resulting in over £2,000 in losses. He also assaulted three security guards who tried to stop him.

Tilly Giles, 18, of Marianwen Street, Cefn Fforest, engaged in a string of antisocial and disorderly behaviour in Blackwood town, leading to multiple arrests in February when she was 17. Offences included assaulting an emergency worker, failing to comply with a community protection notice, criminal damage, using threatening words, and displaying behaviour likely to cause harassment, alarm or distress. Despite attempts to resolve the issues through multi-agency efforts, the court imposed restrictions to curb her reckless actions.

Spencer TSE, a 25-year-old man from Edgeware, London, who previously resided in the Machen area of Caerphilly, was sentenced following an investigation led by Counter Terrorism Policing Wales into the production of homemade firearms and possession of ammunition. He pleaded guilty to two offences under the Firearms Act and two offences relating to possession of extreme pornography.

Robert Grovell of Cwmbran operated a dangerous, unlicensed house in multiple occupation in Newport. An inspection in December uncovered serious problems with design, layout, and a blocked escape route with furniture, posing fire risks to tenants. He failed to apply for the necessary HMO licence from Newport council and was registered but not licensed under Rent Smart Wales despite carrying out management activities. Prosecuted under Section 7(5) of the Housing (Wales) Act 2014 for non-compliance.

Richard McLoughlin, of Caerleon Road, Newport, made a grossly offensive or indecent, obscene or menacing phone call to the police non-emergency 101 number on August 27, 2025. He also damaged a wing mirror worth £160 on November 27, 2025. He pleaded guilty at Newport Magistrates Court to the Communications Act 2003 offence and criminal damage.

Charlotte Mills, 37, of St David’s Road, Abergavenny, was found in possession of an unregistered XL Bully-type dog named Launa. Police discovered the dog during unrelated enquiries at her home. An expert assessment confirmed it was an XL Bully due to its temperament. Mills initially expressed confusion about the breed and registration status but accepted the expert findings and pleaded guilty to possessing a dangerous dog. She was allowed to keep the dog subject to strict conditions including muzzling, microchipping, neutering and DEFRA registration.

Leigh Dixon killed a wild bird in front of members of the public at Friars Walk shopping centre in Newport on Friday, April 17. He pleaded guilty to killing a non-Schedule 1 wild bird under the Wildlife and Countryside Act 1981 and to a public order offence committed in Newport on the same date.

Llewellyn Tudball, of Longbridge Court, Risca, used text messages and social media to contact the victim between 20 and 30 January despite a restraining order (put in place on 11 June the previous year) forbidding contact. This was the fourth breach of the order.

Between April 1 and April 19, Reardon carried out thefts at two shops in Newport. He stole six boxes of protein bars valued at £219.60 from Sainsbury’s and perfume worth £140 from the Fragrance Shop. He also admitted to threatening to kill a member of staff during the same period.

Oakley Nunes failed to provide a blood sample when suspected of drink or drug driving at Ystrad Mynach. He was disqualified from driving for three years and also received a community order and financial penalties.

Houssam El-Kassem, a serial shoplifter, had been given a suspended sentence in April 2026 following a spate of thefts from shops in Newport. Those thefts included stealing a Fred Perry hoodie from JD Sports, clothing worth £295 from River Island, coffee worth £47.92 from B&M, and meat and laundry products from Tesco Express. On May 23, 2026, he stole a pair of shoes worth £210 from TK Maxx, thereby breaching the suspended sentence. He was arrested and appeared before Newport Magistrates Court where he pleaded guilty to all charges.

Imtiaz Fazal stole £200 worth of alcohol from a Sainsbury's store in Cwmbran on April 13. He admitted the offence at Newport Magistrates' Court and was sentenced to eight weeks in prison, and ordered to pay £200 compensation.

Michaela Johnson, of Ogmore Crescent, Bettws, Newport, exposed her breasts and genitals in an act that outraged public decency on March 6. She was also drunk and disorderly on the same date and failed to surrender to court bail on March 23.

Joe Cory, of North Road, Newbridge, pleaded guilty to making 217 category C indecent images of a child. The offending took place on 24 March 2025.

Cameron Wooley, of no fixed abode, Caerphilly, breached his two-year criminal behaviour order by shoplifting on three occasions: on April 18, stole meat valued at £85 from Aldi at Gallagher Retail Park, Caerphilly; on April 25, stole alcohol worth £58.50 from Tesco at Crossways Retail Park and meat worth £248.47 from Aldi in Caerphilly; also resisted a police constable in Caerphilly on April 25.
