Qounain Khan impersonated registered test takers for driving theory tests at various centres in England and Wales from November 22, 2021, to June 15, 2023. He attended 12 occasions, including centres in Cardiff, Chesterfield, Redditch, Worcester, Wolverhampton, Horley, Dudley, Swindon, Bradford, and Carlisle. On most occasions, he was turned away, but in Cardiff, he was caught after providing false identification. He claimed he was paid £300 to take the test and had never done it before, though investigations proved otherwise. The impersonation could have earned up to £2,000 per passed test.
Pleaded guilty to 12 counts of fraud by false representation and 12 counts of possessing an article for use in fraud. Of previous good character; became unemployed, leading to alcohol, gambling, and cannabis misuse, resulting in a £20,000 debt. Now clean of drugs, studying business, a father expecting another child, and a registered carer for his mother. Judge Richard Kember noted it was a long and sophisticated period of offending designed to undermine driving test standards, requiring a deterrent sentence.
