In April 2021, Mustafa Naro Ali, then of East Street, approached a vulnerable sex worker (alcoholic and heroin user) near his address, arranged sex for £20, took her to his flat, ripped her clothes off aggressively, raped and sexually assaulted her causing internal injuries despite her crying and protesting. He exploited her vulnerability, showed no regard, and referred to her dismissively as 'just a sex worker'. Previously convicted of other sexual offences including approaching 13-year-old girls, public masturbation, and pressing against women.
Convicted after trial of one count of rape (8.5 years) and one count of sexual assault (3 years, concurrent). Consecutive 1 year 6 months for assault occasioning actual bodily harm and assaulting an emergency worker on prison officers in 2020. Labelled dangerous by Recorder Simon Foster. Extended licence period of 4 years and sexual harm prevention order.

Between April 2012 and September 2013, while running Harmsworth Estate Agents in Portsmouth, Dowse withheld £1,430 of tenants’ deposits, £15,251 of rent and £13,206 of service charges. The agent withdrew the funds from his business to fund extravagant holidays to Las Vegas and Egypt. While Dowse and his wife were away, employees of the agency were left to deal with unpaid bills and an outstanding £4,000 water bill. Dowse lied to employees that they had been paid and told staff to lie to landlords and tenants that he was ill rather than on holiday.
Pleaded guilty to ten counts of fraud. Judge Roger Hetherington commented: “You abused your position by defrauding clients in the main who were landlords of properties.”

Nicky Russell committed a spree of burglaries and handling stolen goods. On 18 March, he broke into a house on Mayfield Road, stealing bank cards, a tablet, laptop, phone, and jewellery. In the early hours of 27 March, he burgled two homes on Shaftesbury Road, taking a Samsung mobile, Playstation 4, handbag, wallet, iPhone, Nokia phone, and car keys. On 26 March, he attempted a burglary on Woodstock Road but failed. On 1 July, he was found with a stolen suitcase and a grey man bag, which he admitted knowing were stolen.
Judge branded him a 'professional burglar and thief'. 12 other burglaries, a bike theft, and criminal damage taken into consideration. Broke down in tears during victim impact statement.

Copnor resident Michael Palmieri, aged 67, started conversations with boys in internet chat rooms between 2010 and 2017, attempting to groom and seduce them, including graphic overtures like 'I would love to see you naked' and pretending to have abused his own son. He had 134 indecent images and 132 movies of children being abused on his computer. Caught by online police investigation. Offences committed while on suspended sentence for driving while disqualified.
Admitted three counts of making indecent images of children, two charges of distributing indecent images and six counts of attempting to incite a child into sexual activity. Previously served 21 months in jail in 2003 for sexual offence against a child. Made subject to a sexual harm prevention order. Repeat offender Michael Tyler, 37, engaged in online chats with a decoy posing as a 13-year-old girl over a two-week period in January, sending crude pictures and videos of himself including his penis and performing sex acts, complimenting her, telling her to keep it secret, suggesting they meet at a hotel or her location, and encouraging her to perform a sex act on herself. He arranged to meet on January 30 at Salisbury train station but did not attend. He was confronted at his home in Westfield Avenue, Hayling Island, and arrested.
Admitted four offences including attempting to engage in sexual communications with a child, arranging or facilitating the commission of a child sex offence, causing or inciting a girl aged 13 to 15 to engage in sexual activity, and attempting to cause a child under 13 to watch/look at an image of sexual activity. Repeat offender with prior conviction in 2010 for similar offending and breaches of sexual notification requirements in 2019. Judge Recorder Robin Sellers noted he is dangerous and presents a significant risk to the public.

Michelle Jewell, 42, of no fixed abode, entered a flat on Clarence Road, Gosport, on 1 December 2021, where she stole two wallets belonging to a man in his 80s. Bank cards from these wallets were then used by Jewell to purchase goods at local shops. Following an investigation led by the Operation Hawk team, Jewell was arrested and charged.

Will also have to sign the sex offenders register for life. The judge described the victim as ‘heroic’ for coming forward and reporting the non-recent offence.

He also befriended a woman and texted her daughter offering a sex toy and spent time alone with the child, further breaching conditions. Incidents occurred around December 2017.

Judge Robert Hill commented: 'You did your best to incite sex with children. The only difference was that you were being set up.'

Mark Blackwell preyed on children aged about 10 for seven years in the 1990s in Hampshire woods, videoing them in provocative poses, sometimes with clothes on, sometimes off. Police seized devices in mid-January 2018 finding the videos and 76 indecent images including close-ups of a girl’s genitalia and body. Already on sex offenders’ register from 2011 admissions. Further search on January 31, 2018 found perverted search terms and image of naked child on new laptop. Prior conviction in 1972 for assaulting girl under 14.
Convicted of six indecent image charges. Denied taking the images. Judge Timothy Mousley QC noted previous convictions for this kind of behaviour and long retention of images. Must sign sex offenders’ register for life. Sexual harm prevention order restricts internet use for life. Cleared of assault charges. Uses wheelchair and in deteriorating health.

Former Metropolitan Police officer Mark Brigham, then 38 and a lesbian and gay liaison officer, was approached by the family of a 15-year-old boy for advice after the boy came out. In August 2008, at a party in Portsmouth, Brigham befriended the boy and, despite being told his age, engaged in consensual sex acts with him. He had described the boy as 'stunning' to others after learning his age. Brigham maintained contact via text messages and Facebook. The boy later disclosed the encounters, leading to Brigham's suspension from the force and resignation. He pleaded guilty to four counts of sexual activity with a child.

Mark Burgess, a former choirmaster and music teacher, abused 13 children under the age of 16 between 1975 and 2009 while in positions of trust at All Saints church choir in Portsmouth, Westbourne Choir in Sussex, Portsmouth City Boys’ School, and St John’s church in Westbourne. He groomed and manipulated the victims, assaulting them during piano lessons at his home, in the church vestry, in his car, on choir trips, and in the school music room.
Convicted after trial of 26 counts of indecent assault, 15 counts of gross indecency with a child, 4 counts of buggery, 1 count of attempted indecent assault, and 2 counts of sexual activity with a child. Branded a ‘conniving and exploitative serial paedophile’ by the judge.

On 2 September 2023, a woman reported being sexually assaulted while walking alone through Littlehampton town centre at night. She was followed and grabbed by an unknown man who sexually assaulted her, pushed her to the ground and fled. CCTV showed the suspect loitering and following other women. Police deployed plain clothes officers. In the early hours of 1 October 2023, a female plainclothes officer was followed by Mark Stankus for over 30 minutes through the town centre and seafront to Harsfold Road. Wearing a face covering, he chased after her, grabbed and assaulted her. He was intercepted and arrested by nearby officers. He pleaded guilty to sexual assault and causing actual bodily harm.

A 32-year-old man from Southsea was confronted and assaulted by Grigore and another man following an argument. The victim was struck in the face with an axe causing a deep laceration.

On 18 November, he stole £58.89 from Co-op in Purbrook. On 29 November, he brandished a knuckle duster at a security guard in Asda, Havant, stealing £689 of toys. On 30 November, he threatened staff at Matalan, Waterlooville, with the knuckle duster while stealing £2,000 worth of designer underwear. Later the same day, he threatened Tesco staff in Portsmouth and stole over £1,000 of toys and alcohol.
Found guilty of multiple thefts, robberies and carrying an offensive weapon. Judge condemned his use of violence.

Richard Baker, 50, of Smythe Road, Southampton, sent messages between 4 and 18 January to who he believed was a 14-year-old girl on a messaging app, initially posing as a parental figure giving advice, then sending pornographic images found online and arranging to meet in Fareham for sex. He arrived at the location with a camcorder and was arrested. He later confessed. He also pleaded guilty to four counts of indecent assault on a girl aged 13 to 15 when he was in his early twenties.
Pleaded guilty on 14 February to arranging or facilitating the commission of a child sex offence, attempting to cause a child to watch an image of sexual activity, and four counts of indecent assault against a girl aged 13 to 15. Placed on sex offenders register for life and subject to an indefinite Sexual Harm Prevention Order. Previously given a restraining order against two teenage girls.

Robert Hathaway, the ringleader of an international paedophile ring, committed horrific crimes including repeated rape and sexual assault against two young children in the UK. He shared thousands of indecent images and videos, including live streams, with paedophiles worldwide, and was in contact with a similar ring in Australia. Abuse occurred during everyday activities like watching children's TV and bedtime stories. Police uncovered 2,000 pages of chat logs, 14,000 images, and 300 videos.
Ringleader. Judge Roger Hetherington stated he would not be released until parole board deems him no longer a danger to children. Suffered depression and vulnerability after parents' deaths.

Charged with assault of a child under 13 by penetration, attempted rape of a child under 13 (not guilty), and two counts of non-penetrative sexual activity with a child. Convicted on three counts.
Plea: not guilty. Found guilty by jury on 3 counts after trial. Also 1 year on licence. Ordered to register as sex offender indefinitely and subject to indefinite sexual harm prevention order. Minimum term of 8 years before parole eligibility.

Robin Elms, 23, of Hunston, Chichester, exploited his role as a freelance nanny and babysitter to sexually assault nine children aged two to 14 across five households in West Sussex and east Kent between 2018 and 2020. He spied on and video recorded the children after securing employment via reputable online childcare agencies.
Pleaded guilty to 10 counts of sexual assault, five counts of taking indecent videos of children, four counts of voyeurism and one count of sexually assaulting an adult man. Judge Lance Ashworth said: ‘You groomed the families, moving from home to home, beguiling them and making them feel sorry for you.’ Registered sex offender for life and given a Sexual Harm Prevention Order.

Robin James Elms, a 23-year-old freelance nanny from Hunston near Chichester, secured work through online childcare agencies and abused children while babysitting in private homes. Between 2018 and 2020 he targeted nine children aged between two and 14 across five households in West Sussex and east Kent. He groomed the families to gain trust, moving between households. He pleaded guilty to 10 counts of sexual assault, five counts of taking indecent videos of children, and four counts of voyeurism. He also admitted sexually assaulting an adult man in an unrelated incident.
Pleaded guilty to 19 child sex offences. Judge Lance Ashworth told him: 'You groomed the families, moving from home to home, beguiling them and making them feel sorry for you.' No previous convictions. Police described the case as horrendous.

Rumi Chhapia, of Lennox Road North, Southsea, a former GP employed as clinical director for the Portsmouth Primary Care Alliance (PPCA), defrauded the organisation of £1,133,704.50 over 41 days from 21st August 2020 to 28th September 2020 across 64 transactions by transferring money from the Alliance’s account into two of his own private accounts whilst he had temporary access to the business’s bank account. He initially claimed to be a victim of hacking but later admitted responsibility following a voluntary interview.

Samuel Tshimbalanga

Samuel Tshimbalanga, of Australia Close, Portsmouth, was arrested on Tuesday 17 August as part of an investigation into heroin supply in Portsmouth involving officers from Portsmouth’s High Harm Team and the Eastern Criminal Investigation Department. The investigation linked him to a local drugs network. On arrest, Class A and Class B drugs worth £1,900, £390 in cash, drugs paraphernalia and two mobile phones were seized.
Previously pleaded guilty to possession with intent to supply heroin, possession with intent to supply crack cocaine, cannabis possession and acquiring/using/possessing criminal property.

Ryan Playford, aged 48, of The Farthings, Warsash, Fareham, was heavily involved in the supply of large amounts of cocaine and cannabis in the UK and Europe. He used encrypted devices like Encrochat, which was taken down in Operation Venetic. Messages showed involvement in drug supply and money laundering via property in the Netherlands. He also planned to report his Mercedes as stolen after 15 May 2020.
Pleaded guilty on 14 September to conspiring to supply cocaine and cannabis; also pleaded guilty today to encouraging or assisting firearms offence and fraud by false representation. Grooming began in 2007 when he gave his mobile number to a 15-year-old pupil. He used a secret second phone under the code name 'Jack'. One victim reported having sex every day and suffering a miscarriage in Year 11. He targeted pupils who were in his care.
Convicted on 25 counts of sexual activity with pupils. Showed no remorse. Banned from teaching for life by the Teaching Regulation Agency.

He was also involved in robbing the victim of his phone, wallet, bank cards, and PINs.

The victims were so terrified they could not speak out when first approached by police in 2010 and 2012. Richard John Babington, aged 56, of Twyford Road in Eastleigh, had been drinking with the woman overnight on 23 February 2019. The woman awoke in the early hours of 24 February to find Babington seriously sexually assaulting her in a motorhome he owned at a caravan park along Browndown Road in Lee-on-the-Solent. Babington then continued to rape the woman in the motorhome before she was able to flee and call police. Officers attended and arrested Babington at the scene.
Convicted unanimously by the jury of two counts of rape and one count of assault by penetration following a trial. Had denied the offences.

Richard John Dexter met the victim via a dating app in May 2015 and established a trusting relationship. He deceived her into making high-value payments totalling £121,000 into his bank account over 14 months, plus a further £20,000, for non-existent biopharmaceutical technology schemes including patent catalogues and equipment development. He provided fake and doctored documents to officers, perverting the course of justice. Offences occurred between 1 May 2015 and 24 May 2017.

He also faced charges for three burglaries in London.

Rawa Kader Ahmed, 31, of Shelby Road, Worthing, operated the Pop In shop on Littlehampton High Street. Between 21 July 2022 and 30 March 2023, he was involved in the fraudulent evasion of duty on tobacco products contrary to section 170(2) of the Customs and Excise Management Act 1979. On another occasion, two cans of Gordon’s Pink Gin & Tonic (5% ABV) were sold to a child volunteer under the age of 18, leading to a charge under section 146(1) of the Licensing Act 2003. The offences were prosecuted by West Sussex Trading Standards. At Portsmouth Crown Court, he was found guilty and the judge highlighted his lack of remorse and previous similar offending in 2017.
Pleaded not guilty; found guilty. The judge remarked Ahmed showed no remorse and was incapable of telling the truth. He had previous similar convictions from 2017 when he ran Worthing News.

Paul Nelson, 47, of Western Parade, Southsea, tormented a woman for seven months through the Spotted Portsmouth social media platform. His campaign included hacking her email and stalking her while she gave blood at the Mountbatten Centre in Stamshaw. The harassment drove the victim to leave Portsmouth. He was convicted of stalking and sentenced to 21 months imprisonment at Portsmouth Crown Court. He served half the term before release on licence.

Peter Clements
Engaging a child in sexual communication *

Peter Clements, of Miller Drive, Fareham, Hampshire, used the nickname Honey Monster to chat with an undercover police officer posing as a 12-year-old girl on a website between July 29 and August 3. He claimed to be a photographer, offered to pay for modelling images including glamour pictures, engaged in sexual conversation, sent text messages, called the number, wanted to meet, discussed booking a hotel room and involving other adult males. This breached a previous sexual harm prevention order from Southampton in 2016.
Pleaded guilty to engaging a child in sexual communication, breaching a sexual harm prevention order, failing to complete notification requirements from a previous order, and arranging a child sex offence. Ordered to sign the sex offenders register for life and given a 10-year sexual harm prevention order. Judge Keith Cutler noted Clements had behaved himself for some time but followed sentencing guidelines.
Peter Howes

Between 2011 and 2017, Peter Howes fabricated figures on VAT returns to HM Revenue and Customs, claiming he was still working and entitled to £9,500 per month in refunds. He received a total of £750,000 to which he was not entitled, using the money to fund his gambling habit and lifestyle. He pleaded guilty at Portsmouth Crown Court on 25 June 2018.
Pleaded guilty to fraudulent VAT evasion. HMRC froze nearly £20,000 of his ill-gotten gains. The fraud funded his gambling addiction.
Simon Shaw
Engaging in non-penetrative sexual activity with a child *

Simon Shaw, of St John Street in Wells, Somerset, began abusing his victim in 2011, with his final offence occurring in 2012. The offences were reported to the police by the victim in 2017. He was found guilty on Friday 8 January 2021 of four counts of engaging in non-penetrative sexual activity with a child.
Found guilty after trial on four counts, having denied all charges.
Simon Taplin

Simon Taplin, a former cadets leader, used his position of power to sexually abuse two girls. The first incident occurred in 1996 when the victim was in her teens, and the abuse continued multiple times over four years. The second victim was abused around the same time during a cadet event. Both victims reported the abuse to police, leading to an investigation that began in September 2020.
Found guilty of two counts of indecent assault of a girl under 16; found not guilty of five further counts of sexual assault of a girl under 16. Also placed on the Sex Offenders Register for life.

Stephen Martin Tracey
Indecent assault and indecency with a child *

Stephen Martin Tracey, aged 65, from Rugby, Warwickshire, was sentenced at Portsmouth Crown Court on 17 May 2024 to eight years in prison for historical child sex offences. The crimes occurred between January 1987 and February 1994 at multiple addresses in Waterlooville, Hampshire, where Tracey repeatedly sexually assaulted a girl aged between 9 and 15. He was charged with three counts of indecent assault and one count of indecency with a child. The victim came forward in 2022, leading to an investigation by Hampshire and Isle of Wight Constabulary's Operation Amberstone team and a four-day trial at Portsmouth Crown Court. On 28 March 2024, Tracey was found guilty on all counts.
Convicted after trial on three counts of indecent assault and one count of indecency with a child. The judge stated the offences fell into the highest category of seriousness, described Tracey as an offender of particular concern, and noted the severe psychological harm inflicted on the victim.
Stephen Mcdermott
Indecent assault on a male *

Stephen McDermott, of Frosthole Close, Fareham, abused three boys on a number of occasions between 1983 and 2005 in Portsmouth and Havant. The abuse came to the attention of police when one of the victims reported it in May 2020. Two further victims came forward shortly afterwards. An investigation was launched and McDermott was arrested and later charged.
Pleaded guilty to the offences at a court appearance on January 10th this year. Given a restraining order and a sexual harm prevention order, which prohibits him from making any contact with children under 16 and using electronic devices to contact children.
Stephen Newell
Sexual assault of a child under 13 *

Stephen Newell sexually abused a boy under the age of 13 and was found in possession of thousands of indecent images of children. He came to police attention when an online account linked to him uploaded an indecent image of a child to the internet earlier in 2021. Devices including a laptop and mobile phones were seized containing inappropriate content. Arrested in February 2021 and charged with two counts of taking indecent photographs of a child, one count of making indecent photographs of children, three counts of distributing/showing indecent photographs/indecent pseudo-photographs of a child/children, one count of causing or inciting a child under 13 to engage in sexual activity, two counts of assault of a child under 13 by penetration and three counts of sexual assault of a child under 13.
Pleaded guilty to all charges.
Shaun Anthony Hewer
