Ellis Drummond, 27, of Kempston, Bedford, was caught dealing class A drugs on 5 January at around 4.15pm in Bicester. He had travelled from Bedfordshire specifically to supply heroin and crack cocaine. Thames Valley Police officers arrested him, and he was charged the following day, 6 January, with supplying both substances. Drummond pleaded guilty at Oxford Crown Court on 8 February and was sentenced to four-and-a-half years in prison. The entire case, from arrest to sentencing, took just 33 days.
Pleaded guilty to supplying heroin and crack cocaine. Arrested 5 January, charged 6 January, sentenced 8 February. The case took 33 days from arrest to sentencing and formed part of Thames Valley Police's Stronghold campaign targeting organised crime.
Amir Talebi

On 14 May 2019 near the Burger King on the A41 in Bicester, Talebi punched a 16-year-old boy while his accomplice threatened the boy at knifepoint. Andrei Sandu groped a mum-of-two on her own doorstep in Wheatley on December 6, 2020, after knocking to ask for directions to the train station or bus stop. The woman shielded her young daughter from him. He touched her thigh as if removing fluff and later groped her over her clothes in front of the child. He was intoxicated, illiterate, and using translation apps failed to communicate effectively.
Pleaded guilty to sexual assault by touching. Will be a registered sex offender for 10 years. Likely to be deported following sentence. Mitigating factors included intoxication, illiteracy, poverty, and homelessness.
Anthony Cox

Anthony Cox, a convicted sex offender, breached his sexual harm prevention order between November 2023 and April 2024. He deleted internet history on at least 20 occasions after viewing images of children in swimwear, failed to provide a laptop for inspection when ordered, and undertook voluntary work at a shop near a primary school, putting him in contact with children under 16. Police seized laptops and uncovered the deletions. He admitted viewing the images during a police interview.

Anthony Stocks
Attempted murder, rape and sexual assault of a child under 13 *

Anthony Stocks, 54, subjected a young girl to rape and multiple sexual assaults between 2019 and 2022. The boy victim became aware and attempted to intervene, prompting Stocks to plan to kill him. He took the boy to a quarry in Oxfordshire with intent to push him but changed his mind. On 24 September 2022, he took the boy to the cliffs at Ovingdean, near Brighton, and pushed him from the edge, causing the boy to fall 100 feet and sustain extensive serious injuries but survive. Stocks was arrested on 23 November 2023 and convicted after trial of attempted murder, rape, and multiple sexual offences.
Convicted by unanimous jury verdict on 6 June 2024. No remorse shown. Joint investigation by Thames Valley and Sussex Police.
Asif Khan

Asif Khan, 37, from Great Horton Road in Bradford, picked up a woman in her late teens from Atik nightclub in Oxford between 2am and 4am on August 19. He drove her home, helped her inside, realised she was alone, picked her up, dragged her onto the bed and raped her. The victim awoke the next day to find condom wrappers and Khan's Bluetooth headset in the bin. Khan's taxi was identified through ANPR, and forensic evidence from the headset and a condom wrapper proved he was the offender.
Unanimous guilty verdict after an 11-day trial. Denied the offence in interviews. Will be on the sex offenders register for life and barred from serving as a licensed taxi driver.

Clive Nightingale

Clive Nightingale, a retired English teacher, National Trust volunteer and former chairman of Little Tew Parish Council, was found in possession of indecent images of children. Police executed a warrant at his home and seized his laptop, which contained 176 Category A images and two videos (including one of a child under 12 months), 270 Category B files and over 560 Category C files. The offending spanned 2015 to 2022. Nightingale answered ‘no comment’ in interview but pleaded guilty at magistrates’ court. He was sentenced at Oxford Crown Court to 12 months' imprisonment suspended for two years, 120 hours unpaid work, up to 35 days rehabilitation activity, a 10-year sex offender registration and a sexual harm prevention order.
Pleaded guilty to possession of indecent images of children. No previous convictions. Judge expressed sympathy for his family but stressed deterrence, noting the 'appalling' offences.
Bernard Cowley

Bernard Cowley, 37, from Tyrells Way, Sutton Courtney, Abingdon, carried out vicious assaults on the same woman on three separate occasions at a property in Tyrells Way. The attacks happened on 4 November 2017, 10 May 2018, and 3 November 2018. The victim suffered cuts, a black eye, a broken nose, bruising across her body, and marks around her throat. She needed hospital treatment but has since been discharged. Cowley was arrested on 11 November 2018 and charged 11 days later.
Pleaded guilty to three counts of actual bodily harm. The assaults caused serious physical and psychological harm.
Bernard Moore

Bernard Moore, of Cannon Place, Princes Risborough, Buckinghamshire, filmed his sexual abuse of underage boys using spy cams hidden in his house. The boys were encouraged to perform sexual acts on themselves, each other, and on Moore. They were given beer to drink and appeared drunk in some footage, and were molested while asleep in others. Moore uploaded the videos to a Russia-based pornographic site, which were discovered by Australian police online late last year.

Bernard More

Bernard More filmed his sexual abuse of four underage boys using spy cams hidden in his Princes Risborough home. The boys, the youngest aged 11 when abuse started, were encouraged to perform sexual acts on themselves, each other and More, sometimes while asleep or drunk on beer provided by him. He uploaded footage to a Russian pornographic website with titles like 'teen boy spy cam'. Police seized devices containing thousands of videos/images, plus over 23,500 indecent images of unknown children. Tipped off by Australian police after they found the videos online.
Pleaded guilty at an earlier hearing to 33 counts including sexual activity with a child, causing or inciting a child to engage in sexual activity, and making, having and distributing indecent images of a child. Remorseful. Judge noted he was an utterly malign influence and a danger to young boys. Extended licence of three years. Lifetime on sex offender register. Indefinite sexual harm prevention order.

Sam Layne attacked a woman in her 20s after a night out on 14 February 2023. The victim knew Layne and accepted an invitation to continue socialising at his home address in Banbury. After she fell asleep fully clothed, Layne raped her. The offence was reported three days later by a friend of the victim.
Found guilty of rape by majority verdict after a four-day trial. Also given an indefinite restraining order and a sexual harm prevention order for 15 years.

Scott Grineau, aged 38, of Pegasus Close, Thatcham, sexually assaulted a child over one night in September 2021 in Witney, Oxfordshire. He was arrested on 15 September 2021, the day after the offences were reported, and was formally charged via postal requisition on 23 December 2022. At trial, he was acquitted of one count of sexual activity with a child but convicted of five counts of sexual activity with a child and two counts of causing or inciting a child to engage in sexual activity.
Found guilty by unanimous jury verdict of five counts of sexual activity with a child and two counts of causing or inciting a child to engage in sexual activity. Placed on sex offenders register indefinitely. Extended licence period of 12 years.
Tahir Ali

Tahir Ali, landlord of a house in Marston Street, Oxford, engaged in a campaign of harassment and violence against tenants to increase rents. On 6 June 2014, after changing the locks to prevent tenant Thangaperumal Rajasingh from entering following a missed rent payment, Ali and an unknown accomplice attacked Rajasingh in the street. Ali punched him twice in the face and the accomplice hit him on the leg with a cricket bat, leaving him with horrific injuries.
Denied the offence but found guilty by jury. Judge noted it was culmination of campaign of harassment and violence towards tenants over rent disputes. Prior violence against another tenant boasted about in text message.
Thomas Bell
Breach of a sexual harm prevention order *

Thomas Bell, a 74-year-old former eye surgeon from Oxford, breached a sexual harm prevention order (SHPO) imposed in 2018. On 1 October 2023, police conducted an unannounced inspection at his Wolsey Road home and found he had used an unregistered iPad, installed and then deleted the Kik messaging app, disabled risk management software, and conducted Google searches for terms such as 'kids in Speedos', 'girls in underwear', and AI-generated images of undressed children. He used a false name on Kik and Google to evade monitoring. He had previously violated the order in 2021. He pleaded guilty to five counts of breaching the order at Oxford Magistrates' Court prior to sentencing at Oxford Crown Court on 12 November 2023.
Pleaded guilty to five counts of breaching a sexual harm prevention order. Had previous conviction for making indecent images of children and possessing extreme pornography. History of non-compliance. Suffered from bipolar disorder. Judge Michael Roques: 'This breach involves a risk of very serious harm.'
Thomas Gale
Attempting to arrange the rape of a child under 13 *

Thomas Gale attempted to arrange the rape of a child under 13 between 13 October and 24 October 2022 in Liphook, Hampshire, after engaging with an undercover police officer posing as a sex offender on a child pornography website. The officer mentioned a non-existent 13-year-old daughter, and Gale moved the conversation to Twitter, asserting he could arrange the abuse. He researched hotel prices in the area. Additionally, he possessed 135 category A images and videos, 44 category B, and 50 category C of child pornography on his devices. He was arrested on 29 November 2022 and pleaded guilty at Oxford Crown Court.
Pleaded guilty. Recorder James Hay noted he had done everything to put the offences behind him. Also ordered to complete a rehabilitation programme, 150 hours unpaid work, and a Sexual Harm Prevention Order for 10 years.
Victor Balfour

Victor Balfour breached his sexual harm prevention order by repeatedly using library computers without internet history being saved. He had previously appeared at Oxford Crown Court for using computers at the Westgate library in Oxford, receiving a four-month deferred sentence and a stern warning from Judge Ian Pringle QC. Days after being released on bail, he used computers at a public library in Weymouth, Dorset, three times in December and January.
Sentenced by Judge Ian Pringle QC. Previously on a four-month deferred sentence for earlier breach. Judge stated: 'I am quite satisfied you were fully aware of what you were doing.'

Thomas Richards, 27, of Lowell Place, Witney, registered as a Help for Heroes fundraiser in January 2011 and over the next two months kept around £2,000 from street collections for himself. The fraud came to light through the charity's vetting processes, and he was reported to the police. He had 45 previous convictions for 83 offences.
Pleaded guilty to fraud and theft. Had 45 previous convictions for 83 offences. Judge Mary Jane Mowat described the charity's vetting process as 'ramshackle'.
Thomas Lawrie

Thomas Lawrie committed offences against a 13-year-old girl from December 2020 to June 2022. He sent her sex toys and forced her to use them on camera, made her watch him perform sexual acts, and got her to send him indecent images. The victim's mother discovered the sex toys and the sexual communication. Lawrie claimed the victim said she was 18. Indecent images were found on his devices, including 64 category A, 70 category B, and 244 category C images.
Pleaded guilty to 10 counts of sexual offences against a child. Also made subject of a sexual harm prevention order and a restraining order for 10 years, with indefinite notification requirements and a deprivation order for his devices.
