Convicted by jury. Judge noted offences serious enough for immediate custody but suspended due to new sentencing guidelines under Sentencing Act 2020 presuming suspension for sentences of 12 months or less.

Connor Calam fly-tipped a large quantity of rubble and other building waste from insurance repairs on a property in Plymouth across a track near Pudson Farm, Okehampton, between 10 and 27 February 2017, blocking access to three fields. The waste was traced to his company Plymouth Skip Hire in Stonehouse, Plymouth. He was paid £245 by Zenith Construction Ltd to remove it, despite not being a registered waste carrier.
Found guilty of disposing of controlled waste without an environmental permit. His Honour Judge Ralls QC said fly-tipping is a serious matter and warned he escaped prison 'by the skin of his teeth'. Breached suspended sentence for driving offences.

Christopher Garrett, 64, repeatedly imported around 12,000 tonnes of controlled mixed construction and demolition waste, including asbestos, onto land designated as a floodplain at his home alongside the A380 dual carriageway in Devon between July 2018 and May 2022. He burnt some of the waste and buried large quantities of Asbestos Containing Materials (ACM), posing a risk to the environment and human health. He received hundreds of thousands of pounds for the illegal tipping despite previous prosecutions and warnings from the Environment Agency. The site remediation cost is estimated at least £2.5 million, with his financial benefit at £2.88 million.
Pleaded guilty to running a waste facility without a permit, and for disposing of waste material, namely asbestos, in a manner likely to harm the environment or human health. Ordered to pay over £200,000 as part of a Proceeds of Crime Act confiscation sum. Repeat offender with prior suspended sentence in 2016. Judge Adkin described the offences as 'industrial scale environmental contamination committed by an individual'.

Daniel Robinson, of Conygar View, Dunster, pretended to be a 17-year-old boy named and contacted what he believed to be a 13-year-old girl called Libby on the kids' channel of the Chat Avenue website in June 2017. The conversation was sexual in nature; he suggested a video call in which he proposed to masturbate, urged her to show her breasts and vaginal areas on Skype, and to touch herself sexually. The 'girl' was an undercover Metropolitan Police officer in a Scotland Yard sting. Details were passed to Devon and Cornwall Police in Barnstaple, who searched his home and found four indecent images of young girls on his computer, which he admitted receiving from chat room contacts.

Made subject of a sexual harm prevention order restricting contact with children and internet use. Recorder Jonathan Barnes presiding. Offences aggravated by previous rape conviction. On June 18, 2022, Cosmin-Nicolae Vasioiu, a 47-year-old Romanian national living in a garden shed on Topsham Road, Exeter, followed a lone drunk woman walking home through Exeter city centre after a night out. CCTV captured him lurking for 105 minutes, approaching another woman before targeting the victim near Iron Bridge and raping her in Catacombs cemetery. She screamed for help, was found naked and bruised; he fled, dropping his baseball cap, later shaved his head and had a friend wash his clothes to destroy evidence.
Found guilty by jury after trial; classed as dangerous offender; prior conviction for similar rape in Switzerland; judge noted misogynistic views and high risk of reoffending.
Daniel Higham

On January 23, 2026, Daniel Higham, of Baston Gardens in Paignton, suffered a psychotic episode and attacked two flatmates in their house of multiple occupancy with a chef's knife. He came running out of his room like a 'raging lunatic', shouting about his bike being stolen. One flatmate was cut to the back of his head during a struggle; the second suffered a puncture wound to the abdomen, cut to back and cut to head while helping to disarm him. Neither needed hospital treatment. Higham was on bail at the time for assaulting police: in September 2025 at Torquay Police Station he strangled, kicked and punched an officer; in October 2025 he punched an officer and spat in another's face.
Admitted two charges of ABH. Also sentenced for assaulting three police officers in separate incidents. Has 42 prior convictions including seven for violence. Suffering from schizoaffective disorder but now stable on medication. Judge noted he presents a danger to the public but no extended sentence required; will serve up to half in custody.

Entered guilty pleas to five counts of indecent assault, one count of assault on a child under 13 by penetration, and five counts of sexual assault of a child under 13 in September 2008.

On December 1 of last year, Brandon McDonald, 29, argued with his partner in a taxi travelling from Brixham to Torquay over accusations she was texting someone else. As they crawled through traffic in Paignton, she tried to escape by opening the door but McDonald grabbed her and put her in a headlock, holding her around the neck for between 45 seconds and a minute while saying 'You're not f****** going anywhere'. Her feet were out of the door. He repeated the headlock a second time when she tried to escape again. The victim was clearly upset. The taxi driver recognised them from previous journeys where they had not paid and considered driving to a police station. McDonald called the driver a 'c***' and walked off without paying.
Admitted strangulation. Of no fixed address, has 10 previous crimes on his record, first for domestic violence. Judge David Evans noted he had previously been given chances by the court and had not cooperated.

Besart Kastrati, a 25-year-old Albanian who entered the UK illegally more than three years ago, could not find permanent work and began dealing cocaine around Barnstaple to make money for day-to-day living due to financial problems and concerns for his parents' ill health. Police spotted him dealing; he tripped while fleeing, threw bags over a wall which were recovered containing cocaine. His home in Vicarage Lawn, Barnstaple, was searched finding more drugs and £920 in cash.
Admitted possessing cocaine with intent to supply. Judge Stephen Climie noted supplying cocaine ruins lives and accepted he was driven by concerns for his parents' ill health. Will be deported after sentence.

Jonathan Rowe, 49-year-old former chemistry teacher and assistant principal at Eggbuckland Community College, raped a blindfolded girl aged eight to 10, filming himself and transferring footage to his school laptop. He raped her while she was asleep. He was caught after the girl told her mother he had blindfolded her to pose for pictures. A mother had previously warned him about inappropriate behaviour with her six-year-old daughter in a beach rock pool. Officers found a video focusing on the breasts of a 13-year-old girl on a trampoline. Rowe, of Higher Dean, Buckfastleigh, TQ11.
Admitted three rapes, two counts of sexual activity with a child, five counts of taking indecent images of victims, three counts of making indecent images. Judge David Evans described his actions as 'depraved' and noted he had lived a 'double life' with a 'sexual interest in children'. Ordered to sign the sex offenders register for life and banned from going within 50m of any school or taking photographs or videos of children.

John Leigh, a 55-year-old builder from Exmouth (now living in Southampton), pretended to be a 14-year-old girl called 'Tina' to discuss child sex abuse fantasies online with other perverts in forums and chat rooms, sometimes dressing in female clothing. Over more than four years, he downloaded and shared 87 photos and movies of children being abused, including children as young as four, with 15 images in the most serious category found on his laptop and memory stick. Police executed a warrant at his home in July 2017 after information about distribution.
Pleaded guilty to possessing and making indecent photos of children. Of previous good character with realistic prospect of rehabilitation. Judge noted contact with like-minded individuals online under pseudonym 'Tina'. Cooperated with police and seeking counselling.
John Blatchford
Breach of Sexual Harm Prevention Order *

John Blatchford, of Blackwater Mews, Totton, Southampton, created a six-page handwritten guide in 2017 for another prisoner at Dartmoor Prison in Devon on how to access child abuse images and movies on the dark web without detection by police, including names of illegal websites. This breached his SHPO which banned discussing child sexual abuse. He was already serving a six-year sentence for attempting to commit sexual offences against two girls aged seven and nine, having sent child abuse images to a police officer posing as a fellow paedophile.
Admitted breaching Sexual Harm Prevention Order (SHPO). Created guide while on sex offenders' wing at Dartmoor Prison. Fingerprints identified him as author. Judge Paul Cook noted it was a 'paedophile manual or blueprint' demonstrating determination to commit offences and encourage others.

James Reading, a sergeant in charge of the Air Training Corps at Okehampton, North Devon, sexually assaulted three girl cadets aged 14 and 15. He organised unofficial parties and sleepovers at the ATC hut, plying victims with alcohol, covering windows with bin bags, sending boys away, offering one girl £50 to touch her chest, assaulting one after promising promotion on night exercises, another on the eve of a Remembrance Day parade, and was caught red-handed with a topless 14-year-old.
Found guilty in his absence after denying eight offences. Judge Erik Salomonsen commented on the importance of the ATC upholding high standards for children's moral and physical welfare.

Harassment causing serious alarm and distress *

James Ward, aged 57, developed a fixation on a female neighbour in a South Hams village starting in June 2022. He left roses and cards on her doorstep, proposed marriage, invaded her privacy by observing her home, threatened her partner, damaged his car multiple times including putting nails in tyres, shouted abuse, made rude gestures, breached bail conditions and a Stalking Protection Order. The behaviour escalated in December 2023 when he attacked her car with a hammer while disguised in a wig, smashing windows, cutting his hand and smearing blood on the car and her home.
Admitted harassment that caused serious alarm and distress and three breaches of a stalking protection order. Judge James Patrick noted the devastating effect on the victim. Six-year restraining order banning contact with the woman or her partner or visiting the town.

Gary Loftus, of Wellesley Road, Torquay, Devon, befriended a family in December 2019, visited an arcade in Exmouth with them, went to their Taunton home in June 2020 and bought sweets for their six-year-old daughter. Three months later, he was arrested after spending nearly an hour walking around the outside of a play area at Paignton seafront on the Esplanade, leering at young children inside and appearing to touch himself for sexual gratification.
Admitted two counts of breaching a Sexual Harm Prevention Order (SHPO). Judge Timothy Rose noted he poses a high risk of causing serious harm to children, with a history of child abuse convictions dating back 35 years, including indecent assault in 1989, gross indecency in 1993, and multiple breaches of similar orders.

Jack Frankum raped and assaulted a woman by penetration one evening in August 2019. The court heard how on both occasions the victim had pleaded with him to stop. Afterwards, Frankum acted like nothing had happened and tried to make small talk. The victim described feeling worthless and frightened of him.
Found guilty following a trial held in April 2023. Police case officer commended the victim's courage and strength in giving evidence.
