On May 10, 2023, David Evans, 50, of Cysgod Y Coleg, Bala, was caught fishing on the Afon Tryweryn without a valid fishing rod licence during patrols by Natural Resources Wales enforcement officers. He admitted to the offence when questioned.
Found guilty in absence. A Natural Resources Wales spokesperson emphasised that fishing without a licence is a criminal offence and unfair to legal anglers.

Vincent Enos, a 54-year-old man from Barry, made more than 250 unnecessary and nuisance calls to emergency services over a 12-month period, sometimes claiming people were dead, unwell or being abused. When police and paramedics responded, no incidents were found. One call prompted an air ambulance response. The hoax calls cost the ambulance service £5,000 and tied up police call handlers for 28 hours, 2 minutes, and 15 seconds.
Found guilty of persistently making use of public communication network to cause annoyance, inconvenience or anxiety. Also ordered to pay victim surcharge of £114 and court costs of £85. Issued a two-year Criminal Behaviour Order prohibiting contact with emergency services except in genuine emergencies.

In January 2022, Lauren Barnett, a female patient, assaulted paramedic Rhys Morgan and a colleague while they were treating her for a medical emergency. In the ambulance, she punched Rhys, causing a needle stick injury. At the University Hospital of Wales in Cardiff, she threw herself off the bed, grabbed his wrist, and pushed him through a door, resulting in him falling and breaking his wrist, as well as exacerbating his pre-existing scoliosis.
Pleaded guilty to two counts of assaulting an emergency worker.

On April 6, 2023, Detective Inspector Paul Giess purchased a bottle of wine and drank from it in his vehicle before attempting to drive six miles home. He was stopped by police on the A48 in Laleston, Bridgend, where a breath test showed he was over the drink drive limit. He was arrested and taken to Queens Road police station in Bridgend.
Pleaded guilty to drink driving. Found to have 41 micrograms of alcohol per 100ml of breath, exceeding the legal limit of 35 micrograms. Later dismissed from South Wales Police for gross misconduct.

Shelley Bailey, a buy-to-let investor from Wotton-Under-Edge in Gloucestershire, failed to comply with the Rent Smart Wales regulations requiring all private landlords with properties in Wales to register and self-managing landlords to undergo training and become licensed. She ignored attempts by Rent Smart Wales officers to contact her regarding her seven Cardiff properties. After failing to pay a Fixed Penalty Notice of £150 issued in April, she was prosecuted by Cardiff council.

Luke George Martin operated an illegal waste operation from a Cardiff industrial estate under the company name LGM Recycle Waste Removal. In May 2023, South Wales Fire and Rescue Service were called to a waste fire at the site, which resulted in a large amount of contaminated fire water run-off entering the nearby Roath Brook. An investigation found he stored and sorted waste without an environmental permit. His actions led to the fire endangering lives and polluting the river. He was served a Section 59 Notice to remove the waste by 30 May 2023.
Pleaded guilty to two waste offences. Ordered to pay £3,000 costs and £114 victim surcharge.

Despite this, he contacted the victim by messages and phone calls on May 4, then attended her home in Cardiff the following day. He admitted two charges of breaching the restraining order.

Adrian Edros, of Holton Road, Barry, had been subject to a criminal behaviour order since December 2025 prohibiting him from entering Penarth town centre. Between mid-April and early May 2026, he breached the order on three occasions, each time committing theft: on 16 April he stole toiletries worth £50.71 from Pearns Pharmacy; on 2 May he stole meat worth £61.50 from Sainsbury’s; and on 7 May he stole meat worth £42 from the same Sainsbury’s. He was already subject to a suspended sentence order at the time.
Entered guilty pleas at the earliest opportunity. Offending carried out while subject to both a suspended sentence and a criminal behaviour order. Magistrates stated the offences were so serious that only a custodial sentence could be justified.

Ian Hammond, 33, of Partridge Road, Tonypandy, failed to provide a safe environment for three husky dogs (two adults and a puppy) found living in dire conditions at his home on March 19, 2023. The house was covered in rubbish, clothes, faeces, urine, and needles were present in the room where the dogs were kept. There was no food or water, and no access to a toilet. The dogs were severely underweight (adults body score 1/9, puppy 2/9), with faeces containing non-digestible items like crisp packets and plastic.
In mitigation, heard he was in the grip of a heroin addiction at the time but is now drug-free with the aid of a methadone script.
Joseph Carver
Cocaine supply *

Joseph Carver, 41, from Crumlin, was transporting approximately 900 grams of cocaine when he collided with another car. Police recovered weighing scales, clear plastic bags, and a mobile phone at the scene. A subsequent search of his home uncovered tick lists, additional scales, a mobile phone, and over 400 grams of cannabis. Messages on his phones revealed he had supplied around 30 kilograms of cocaine over an 11-month period.
Pleaded guilty to being concerned in the supply of cocaine and cannabis, possession with intent to supply cocaine and cannabis, and possession of criminal property.

Jeyaratnam Pathmastri, owner of Family Choice Mini Market in Ely, Cardiff, failed to address a rodent infestation despite warnings from April 2024. On 14 August 2024, inspectors found rat droppings and gnawed packaging, leading to a zero hygiene rating and voluntary closures. The shop reopened after cleaning and pest control.
Pleaded guilty to three food hygiene charges. Company also fined separately.

Selling nicotine products to a minor *

Jihad Abass Subhan, owner of Corner Mini Market on Cowbridge Road East, Cardiff, sold a vape to a 14-year-old child during a Trading Standards sting operation in April 2025. He had previously been warned by the Shared Regulatory Service in March 2025 after a similar failed test purchase, and a warning letter and guidance were issued. Despite this, he continued to sell age-restricted nicotine products. When officers entered the store after the test purchase, Subhan apologised, claiming he was distracted by a phone call, and could not explain basic age-check procedures such as Challenge 25.
Did not attend court; case proved in absence. Had received a prior warning in March 2025 for the same offence.
