Penelope Garner-Carpenter kept 21 Collie dogs and a cat in inhumane conditions in Barrow-in-Furness. On 14th July last year, the animals were seized from her van and caravan after urgent welfare calls; ten dogs were severely emaciated, stained with faeces and urine, and suffering from anaemia due to prolonged malnutrition. The RSPCA described cramped and unsanitary conditions, poor ventilation, and crates stacked three high. Twenty dogs and the cat were rehomed; one Collie was euthanised due to health issues.

Convicted in her absence of animal welfare offences. Banned from keeping animals for life.
