Appeal against SHPO dismissed by Judge Sara Dodd, who described him as 'deeply disturbed' with an 'alarming attitude to paedophilia'.

Glyn Harrison breached his sexual offence prevention order (SOPO) by having unsupervised contact with a female child under 16 years of age without the approval of social services; the child's parent was unaware of his convictions. He also breached his sex offender notification requirements by failing to inform authorities of his residence and stays for seven days or more where a child under 18 resides. Harrison, 44, of Meadow Bank Mews, Nelson, had changed his name from Glyn Thompson to hide his past convictions for sexual offences committed in 2011-2013 against a 14-year-old pupil at a primary school in Burnley.
Pleaded guilty to the charges at an earlier hearing. Previously known as Glyn Thompson and sentenced in 2013 to eight years imprisonment for grooming and having a sexual relationship with a 14-year-old pupil.

Craig Leah, a 44-year-old man from Blackburn, used the internet to sexually abuse young girls via Skype. Posing as a 15-year-old schoolboy under the handle 'CraigL288', he tricked a 13-year-old girl into sending intimate photos, then threatened to distribute them unless she degraded herself. He also pretended to be a teacher in his 20s to target a 14-year-old girl, claiming to have naked videos of her and forcing her to strip on a video call while a friend watched. Leah attempted to entice a 10-year-old girl into similar behaviour. Lancashire Police found child pornography on his computer, including indecent images and extreme material involving bestiality.
Pleaded guilty to three offences of causing or inciting a girl to engage in sexual activity, two charges of causing a child to watch sexual activity, and four allegations of making indecent images. Also received a lifelong sexual offences prevention order. Judge Jonathan Gibson highlighted the dangers of the internet for children.

Darren Ernest Clarence Roberts, from Jays B and B, Bolton Road, Blackburn, Lancashire, was found with 72 indecent images of children, some as young as four, on his phone during a police visit on January 21, 2020. Images were accessed via cache files from websites and two were downloaded and saved. He had installed specialist deleting software two days prior to the check, failed to notify police of a new phone purchase breaching his sexual harm prevention order, and inquired with probation about viewing images of teenage boys.
Pleaded guilty to three charges of possession of an indecent photograph of a child and one charge of possession of an extreme pornographic image. Recorder Nicholas Clarke QC noted his extensive criminal record relating to child offences, previous rehabilitation attempts, and that only a custodial sentence was appropriate. Placed on sex offenders register for 10 years (already listed for life) with post-release supervision.

Kieran Seery, 31, of Dowry Street, Accrington, sexually assaulted a 13-year-old boy in the boy's home in the early hours of December 25, 2019. Seery had attended a Christmas Eve gathering at the victim's address and was allowed to stay the night. The boy was asleep when woken by Seery, who attacked him before fleeing at around 8am. Arrested two days later in the Greater Manchester area following a public appeal.
Found guilty after trial. Given a Sexual Harm Prevention Order lasting 15 years. Showed no remorse.
Kristian Alexander John Kirk

Kristian Alexander John Kirk, a 26-year-old former shop worker and policing student, had a history of sexual offences against minors. In 2014, he was convicted at Burnley Crown Court after being caught in a sting operation posing as a 14-year-old boy. He received a community order and a five-year Sexual Harm Prevention Order. In 2015, he breached the order by contacting a 15-year-old boy on social media, for which he was given a 26-week prison sentence suspended for two years, with notification requirements. On 18 November 2023, police visited his home in Nelson and found his 17-year-old girlfriend staying overnight without him having informed the authorities as required. He pleaded guilty to breaching the notification requirements and the suspended sentence, and was sentenced to 38 weeks in custody.
Pleaded guilty. Previous convictions include a 2014 sexual offence and a 2015 breach of a Sexual Harm Prevention Order. Judge Beverley Lunt activated a previous suspended sentence. Kirk was also ordered to remain on the Sex Offenders Register for 10 years.
Olaf Raetzel
Possessing indecent images of children *

German national Olaf Raetzel, a former teacher and university worker, was arrested in Ormskirk in May 2015 following a police raid at his home in West Lancashire. Police seized a laptop, USB device and Samsung tablet containing 21 files: seven Category A videos (up to 39 minutes long, involving children aged 5-15), five Category B videos and nine Category C photographs. Further inaccessible files and browser history suggested illegal content. He failed to attend a police appointment, fled to Dublin, and was extradited in September 2020 on a European Arrest Warrant. Now of no fixed address.
Pleaded guilty in December to three counts of possessing indecent images of children. No previous convictions in Europe or the UK. No further offences committed since. Judge Sara Dodd noted that a Sexual Harm Prevention Order was no longer necessary. Will serve no more than half, with two months already served counting towards the sentence.

Sheldon Bateson, 29, of Fulham Street, Nelson, Lancashire, distributed explicit child sex images via mobile phone, including an image of a baby under 18 months old. His old mobile phone was purchased at a second-hand shop, where the buyer discovered 17 videos and 55 images of child sexual abuse material. Six of the most serious images had been sent by Bateson to his co-defendant, Chloe Dunn, then 17, in Portsmouth. They communicated online, sharing fantasies involving children; Dunn was pregnant, and they discussed what they would do with her unborn baby. The buyer of the phone was physically sick upon discovery. Bateson admitted to the offences at Burnley Crown Court and was made subject to an indefinite Sexual Harm Prevention Order.
Pleaded guilty to distributing indecent images of children. Judge Beverley Lunt described him as the instigator of depraved behaviour and made an indefinite Sexual Harm Prevention Order.

Shafnan Yousaf, of Maurice Street, Nelson, Lancashire, was convicted of two rapes and controlling and coercive behaviour against a woman over a six-and-a-half-year period. The first rape occurred in 2019 when he forced himself upon the victim, covering her mouth and telling her to be quiet. The second involved the victim waking to find him touching her before he forced himself upon her again. The victim stated she had been 'petrified for years' and that it may take years to heal. Lancashire Police investigated the offences.
Convicted by a jury of two counts of rape and one count of controlling and coercive behaviour. Sentence comprises a 10-and-a-half-year custodial term and a three-year extended licence period. Must serve two-thirds of the custodial term before parole consideration. Judge Sara Dodd described his attitude as 'arrogance and entitlement' and noted a 'very real and very significant risk' to other women.
