Duncan Newbigging was heard screaming and shouting in the kitchen of their shared home on Turnpike, Newchurch, in the early hours of December 3, 2019. When the victim Susannah Newbigging tried to calm him down he held up an axe and said ‘get away from me or else’ and also told her to ‘f*** off’. She returned to her bedroom but he continued shouting, screaming and banging for several hours and was in a ‘complete rage’. At 9.30am the defendant left the house and Mrs Newbigging, 75, saw the 30cm ‘old fashioned axe’ on the kitchen worktop. She quickly locked and bolted the door before calling 999. When Newbigging, 44, was arrested he was found with a small knife in his trouser pocket. In a victim impact statement, Mrs Newbigging said Duncan is not well and is out of control. She fears for her life and having him living with her. She said she can’t cope with the stress anymore and she is struggling to care for herself. She said even so, regardless of her age, any person would be scared of him. He is unpredictable and his rages are completely unprovoked. She says he cannot live with her anymore. She is terrified and is no longer capable of giving him the help he needs. He needs help. He is dangerous.
Pleaded guilty to possessing a knife in a public place and common assault. Given an indefinite restraining order against his mother and banned from going within 100m of her home.

Nasar Perwez, 41, of Worcester Road, Blackburn, had his private hire driver's licence revoked by Hyndburn Council's licensing judicial committee in October 2018 following a complaint. He was booked to carry a passenger and guide dog but insisted the dog ride in the rear despite the passenger's explanation that it was trained to sit at his feet in the front. He unloaded articles from the boot and left them on the roadside, causing distress to the passenger who was assisted by his 92-year-old mother. The refusal affected the passenger's confidence in travelling.
Appeal against revocation of private hire driver's licence dismissed. Found not a fit and proper person due to inconsistent evidence and refusal to carry guide dog appropriately.

Paul Grunshaw, 42, of Redlam, Blackburn, was stopped by police for a routine search as he left his address with his dog. He was found carrying half a pair of garden shears (described as a bladed article) in his jacket pocket, which he admitted was for self-defence while taking his dog for a walk.
Pleaded guilty. Ordered to pay £154 victim surcharge and £85 costs. District Judge Alexandra Preston said it was an unusual kind of blade but a blade nevertheless. Defence stated officers were almost apologetic about arresting him and one took his dog to his sister's house.

Mcauley Goodwill engaged in an online sexualised conversation with an undercover officer posing as a teenage girl. Police attended his home in Inglewhite Fold, Padiham, and seized a mobile phone containing 11 category A, 22 category B, and 40 category C indecent images of children aged between 12 and 14, mostly of the same girl. He told officers he was engaging in conversations because he was bored. No charges from the conversation itself.
Pleaded guilty. Made subject to sex offender registration requirements for seven years and a sexual harm prevention order for the same period. Ordered to pay £85 costs and £154 victim surcharge. Defence noted personal circumstances including father's death, marriage breakdown, and history of chat rooms.

Mohammed Furmolly, 24, of Padiham Road, Burnley, lashed out at a parked Citroen Relay during a street argument, punching the wing mirror several times and knocking it off. The vehicle was covered in blood and the owner paid £115 to repair the damage.
Pleaded guilty to criminal damage. Defence stated there was an argument with another person and he lashed out at a parked vehicle instead.

Jordan Batty, 26, of Leeds Close, Blackburn, was drinking outside the Nags Head in Accrington when police approached him as he was wanted on a warrant. He initially co-operated but became aggressive, grabbed an officer's body worn camera and removed it, and repeatedly spat at officers as they tried to place him in a police van. He was pepper sprayed during arrest.
Pleaded guilty. Numerous previous convictions for violence and assaults on emergency workers. Judge noted offences committed over a year ago with no further offending.
Atif Arif
Attempting to engage in sexual communication with a child *

In September 2024, Atif Arif, of Sandhurst Street, Burnley, initiated contact via an online platform with an undercover police officer posing as a 13-year-old girl. He quickly escalated the conversation, requesting photographs of the 'girl' in the shower, making explicit references to her performing a sex act on him, and suggesting they watch pornography together. Arif sent indecent images of his penis. He was caught in this online sting operation and later pleaded guilty to attempting to engage in sexual communication with a child.

Colin Halstead

On August 16, Colin Halstead, intoxicated on drink and drugs, caused a disturbance in a residential area on Livesey Branch Road, Blackburn. Officers offered to take him home but chased him after he punched two officers. He racially abused an officer and assaulted two emergency workers.
