The incident was reported by land owners, Midland Heart Housing Association, to City of Wolverhampton Council in July 2024. Beghian was served with a notice under section 108 of the Environment Act 1995 to attend an appointment with the council’s environmental crime team but failed to make contact or attend, leading to court action.
Found guilty in his absence of one obstruction charge under section 110 of The Environment Act 1995 for failing to comply with investigating officers’ requests for assistance.

Maxine Barcas, the registered manager of Woodview House Nursing Home, failed to ensure that resident Barry Anslow, who had epilepsy and dementia, received his prescribed medication levetiracetam. The home ran out of the medication, resulting in Mr Anslow missing seven doses between June 6 and 9, 2022. Despite receiving automated email notifications about the stock issue, Barcas did not ensure a prescription was ordered. On June 9, 2022, Mr Anslow suffered three seizures and was admitted to hospital, dying on June 18, 2022, with epilepsy listed as a cause of death. The CQC investigation found failures in maintaining stock levels, obtaining emergency medication, and ensuring staff competency in managing epilepsy medication.
Pleaded guilty to failing to provide safe care and treatment. Ordered to pay costs of £5,500 and a surcharge of £190.

Stephen Briscoe, aged 60, of Adshead Road, Dudley, was confronted by the online child predator hunting team Broken Dreams at his home in January 2024. The team presented evidence of his communications between December 16, 2023, and January 20, 2024, where he attempted to engage in sexual communication with a person he believed to be a child aged 13-15, for the purpose of obtaining sexual gratification. The communications were intended to encourage sexual exchanges, including sending images of adult pornography and asking for indecent images of a child. He did not reasonably believe the child to be 16 or over. The encounter was live-streamed on Facebook for 50 minutes until West Midlands Police arrived. He was charged with several offences, but some were withdrawn at the first hearing.
